What is Terrorism ?
Terrorism is the systematic use of terror, often violent, especially as a means of coercion. In the international community, however, terrorism has no legally binding, criminal law definition.Common definitions of terrorism refer only to those violent acts which are intended to create fear (terror); are perpetrated for a religious, political, or ideological goal; and deliberately target or disregard the safety of non-combatants (civilians). Some definitions now include acts of unlawful violence and war. The use of similar tactics by criminal organizations for protection rackets or to enforce a code of silence is usually not labeled terrorism, though these same actions may be labeled terrorism when done by a politically motivated group.

Those searching for the causes of terrorism -why this tactic would be selected, and in what circumstances- approach the phenomenon in different ways. Some see it as an independent phenomenon, while others view it as one tactic in a larger strategy. Some seek to understand what makes an individual choose terrorism, while others look at it at the level of a group.
Terrorism was originally theorized in the context of insurgency and guerrilla warfare, a form of organized political violence by a non-state army or group. Individuals, abortion clinic bombers, or groups, like the Vietcong in the 1960s, can be understood as choosing terrorism because they don't like the current organization of society and they want to change it.
